Pharmacy Benefit Manager Prohibited Practices HB22-1122

Enacts the 340B Prescription Drug Anti-Discrimination Act 

Flexibility In Oral Health Program Funding HB22-1292

Expands the uses of money in the state dental loan repayment fund to include oral health programs​

Food Truck Operations HB25-1295

Creates statewide reciprocity for food truck licenses and permits so mobile food vendors can operate across jurisdictions

Increasing Safety in Assisted Living Residences SB22-154

Changes the requirements for involuntary discharge of individuals in assisted living

Supporting Recovery Programs Persons Who Wander SB22-187

Expands a grant program that assists counties in finding persons who wander​​​​​

Disordered Eating Prevention SB23-014

Establishes a state program to prevent disordered eating and fund related research

 

Improve Health-care Access For Older Coloradans SB23-031

Creates a training program to expand the health-care workforce serving older Coloradans.

Increase Access to Pharmacy Services SB23-162

Requires most technicians to be certified when multiple are on duty, adjusts pharmacist supervision ratios, and authorizes Medicaid reimbursement for certain vaccinations

Board of Nursing Regulate Certified Midwives SB23-167

Authorizes certified midwives to practice in the state

Requires individuals giving publicly funded vaccines to give them regardless of health insurance 

 

Increase Access to School-Based Health Care SB24-034

Expands Colorado’s school-based health center grant program to include services like telehealth 

 

Increase Massage Therapy Education Program Hours SB24-201

Raises the minimum required massage therapy education and clinical hours for licensure from 500 to 650

 

Pharmacy Practice Act SB24-209

Updates the Pharmacy Practice Act by expanding technician duties and allowing limited re-dispensing of medications​​

Prohibited Provisions In Rental Agreements HB23-1095

Bans rental agreements from including penalties for unfair/hidden fee provisions

 

Remote Participation in Residential Evictions HB23-1186

Requires courts to allow remote participation for tenants and landlords in residential eviction proceedings

Task Force To Study Corporate Housing Ownership HB23-1253

Creates a task force to study corporate ownership of housing and recommend policies

Emergency Rental Assistance Grant Program HB23B-1001

Establishes an emergency rental assistance grant program to help eligible Coloradans with short‑term rent and related housing costs

 

Defendant Filing Fees in Evictions HB24-1099

Eliminates or reduces filing fees that tenants must pay when defending against eviction

Housing Protections for Victim-Survivors HB25-1168

Strengthens housing protections for victim‑survivors of gender-based violence 

Residential Tenant Screening HB25-1236

Stops landlords from requiring credit history for tenants using housing subsidies, and removes a delivery requirement for tenant screening reports

Creates a loan and grant program to help mobile home owners buy the land under their parks and convert them into resident‑owned communities

Creates a certification process and penalties for illegal drug lab property owners who fail to properly clean up contamination and notify authorities

 

Safe Housing For Residential Tenants SB24-094

Sets repair timelines for landlords, clarifies what is uninhabitable, and outlines tenant procedures/protections when housing conditions are unsafe

History Colorado Authority To Sell Property HB23-1141

Allows History Colorado to sell or transfer real property under certain conditions to support its mission

Creation of Urgent Response Fund HB23-1270

Creates a state fund to reimburse local governments and state agencies for costs responding to urgent incidents that aren’t disasters/emergencies

 

Language Access Advisory Board HB24-1368

Establishes a Language Access Advisory Board to improve state language access services

Modify Laws Within Purview of the CDC HB25-1313

Updates and clarifies procedures and deadlines for Colorado’s Capital Development Committee and related capital construction processes

Allocation For Art in Public Places For 2022-23 FY SB23-278

Makes the usual 1% art allocation for 2022‑23 state capital construction projects optional, lets agencies use those funds for other project costs

 

Buildings in the Capitol Complex SB23-306

Changes how legislative office space and funding are handled for the Colorado Capitol complex and provides related capital construction appropriations

Duplicative Inventory of State-Owned Real Property SB24-178

Removes requirement for state agencies to separately report unused state‑owned real property

Move Over or Slow Down Stationary Vehicle HB23-1123

Requires drivers to move over or slow down for stationary emergency or service vehicles on Colorado roads

Requires minors to complete driver education standards before getting a permit, and adds background checks for instructors.

Redefines “best value” for design‑build contracts to weigh long‑term value, sustainability, community impact, and resilience along with cost

Repeal Federal Government Confirm Status for ID Documents SB22-204

Repeals the requirement that the Department of Revenue must get federal confirmation of a person’s U.S. status before issuing an ID 

Motor Vehicle Dealer Principal Place of Business SB22-223

Clarifies that delivering vehicles/paperwork to customers away from the dealer’s place of business doesn’t violate dealer location rules

Protect Vulnerable Road Users SB24-195

Requires Colorado to direct fines and funding toward road safety projects for vulnerable road users and sets safety targets

 

Railroad Investigative Report Confidentiality SB25-052

Repeals the confidentiality requirement for railroad investigative reports and lets the Public Utilities Commission keep ongoing investigations confidential

Secondary School Student Substance Use HB23-1009

Creates a school committee to develop practices for identifying and referring secondary students with substance use issues to treatment

Career Advisory Training Program SB22-165

Creates a state career advisor training program to provide training courses and support for career advisors across Colorado

Youth Involvement Education Standards Review SB23-008

Adds youth representatives to the state and local education standards review process

Disproportionate Discipline In Public Schools SB23-029

Creates a task force to study and recommend changes to school discipline policies

Cost of Phone Calls For Persons In Custody HB23-1133

Free phone calls and other communication services for people in custody 

Prohibiting Carrying Firearms in Sensitive Spaces SB24-131

Prohibits knowingly carrying a firearm in designated “sensitive spaces” with certain law enforcement and other exceptions

Remove Term Homosexuality from Criminal Code SB25-298

Removes the term “homosexuality” from the definition of sexual conduct in the Colorado criminal code

Human Services

Emergency and Continued Placement With Relative or Kin HB23-1043

Prioritizes placing children with relatives or kin in emergency and ongoing foster care

Security For Colorado Seniors SB22-185

Extends and renames the aging grant program to continue funding projects that support older Coloradans’ health, well‑being, and security

Environmental Sustainability Circular Economy HB24-1449

Replaces existing waste diversion programs and funds sustainability and circular economy efforts statewide

Water-wise Landscaping in HOA Communities SB23-178

Stops HOAs from blocking water‑wise landscaping on single‑family detached homes and requires pre-approved water‑wise yard design options

Contaminated Land Income Tax & Property Tax Exempt HB22-1392

Expands tax incentives by lengthening exemptions for affordable housing and increases/continues the contaminated land tax credit. 

 

Middle Income Housing Tax Credit HB24-1316

Creates a middle‑income housing tax credit to encourage rental home development for homes earning 80–120% of area median income.

Regulation of Kratom SB25-072

Regulates kratom by setting age, labeling, potency, and sales standards, and requiring product registration and safety rules to protect consumers

Online Cancellation of Automatic Renewal Contracts SB25-145

Requires sellers to let consumers cancel automatic renewal contracts online (if they signed up online) with a simple online option

Add Faculty To Key Participant Definition For Hemp HB22-1405

Amends definthe ition of Key Participant in registration to cultivate hemp to include faculty 

 

Sunset CO Food Systems Advisory Council SB23-159

Extends the Colorado food systems advisory council until 09/01/26, changes the way members are appointed, and adds new duties
