These are all my bill babies that made it across the finish line and were signed into law. As I look back on this list I remember all the hard work that went into passing each piece of legislation. It’s a team effort, no legislator does any of this on their own, and I am so grateful to be a part of all the various crews that fought to make progress on all of these issues.

Establishes an emergency rental assistance grant program to help eligible Coloradans with short‑term rent and related housing costs

 

HB23-1253 Task Force To Study Corporate Housing Ownership

Creates a task force to study corporate ownership of single family housing and recommend policies

 

SB25-020 Tenant and Landlord Law Enforcement

Lets Colorado enforce landlord‑tenant laws and place poorly maintained rentals under court‑ordered receivership

 

SB24-094 Safe Housing For Residential Tenants 

Sets repair timelines for landlords, clarifies what is uninhabitable, and outlines tenant procedures/protections when housing conditions are unsafe

 

HB25-1236 Residential Tenant Screening 

Stops landlords from requiring credit history for tenants using housing subsidies, and removes a delivery requirement for tenant screening reports

 

HB25-1168 Housing Protections for Victim-Survivors 

Strengthens housing protections for victim‑survivors of gender-based violence 

 

HB23-1095 Prohibited Provisions In Rental Agreements

Bans rental agreements from including penalties for unfair/hidden fee provisions

 

HB23-1186 Remote Participation in Residential Evictions

Requires courts to allow remote participation for tenants and landlords in residential eviction proceedings

Eliminates or reduces filing fees that tenants must pay when defending against eviction

SB22-160 Loan Program Resident-owned Communities 

Creates a loan and grant program to help mobile home owners buy the land under their parks and convert them into resident‑owned communities

 

HB24-1316 Middle Income Housing Tax Credit 

Creates a middle‑income housing tax credit to encourage rental home development for homes earning 80–120% of area median income

 

SB23-148 Illegal Drug Laboratory Property & Certification 

Creates a certification process and penalties for illegal drug lab property owners who fail to properly clean up contamination and notify authorities

 

 HB22-1392 Contaminated Land Income Tax & Property Tax Exempt 

Expands tax incentives by lengthening exemptions for affordable housing and increases/continues the contaminated land tax credit

SB23-031 Improve Health-care Access For Older Coloradans 

Creates a training program to expand the health-care workforce serving older Coloradans

 

SB23-260 Individual Access to Publicly Funded Vaccines 

Requires individuals giving publicly funded vaccines to give them regardless of health insurance 

 

HB26-1336 Increase Access to Pharmacy Services

Modifies statutes related to pharmacy services, including insurance coverage requirements, Medicaid reimbursement, prescriptive authority, and final product verification

 

SB26-167 Prescription Out Of Pocket Expense Credit

Requires prescription drug purchases to contribute towards an out-of-pocket maximum or cost-sharing requirements

Updates the Pharmacy Practice Act by expanding technician duties and allowing limited re-dispensing of medications​​

Free phone calls and other communication services for people in custody 

SB24-131 Prohibiting Carrying Firearms in Sensitive Spaces 

Prohibits knowingly carrying a firearm in designated “sensitive spaces” with certain law enforcement and other exceptions

Requires school districts to test the vision of children in pre-kindergarten

HB23-1123 Move Over or Slow Down Stationary Vehicle 

Requires drivers to move over or slow down for stationary emergency or service vehicles on Colorado roads

 

HB24-1021 Motor Vehicle Minor Driver Education Standards 

Requires minors to complete driver education standards before getting a permit, and adds background checks for instructors

 

HB26-1102 Funding for Colorado DRIVES Account

Redirects revenue from certain fees from the Highway Users Tax Fund to the DRIVES Cash Fund

 

SB25-052 Railroad Investigative Report Confidentiality 

Repeals the confidentiality requirement for railroad investigative reports and lets the Public Utilities Commission keep ongoing investigations confidential

 

SB24-195 Protect Vulnerable Road Users 

Requires Colorado to direct fines and funding toward road safety projects for vulnerable road users and sets safety targets

 

SB22-204 Repeal Federal Government Confirm Status for ID Documents 

Repeals the requirement that the Department of Revenue must get federal confirmation of a person’s U.S. status before issuing an ID 

 

HB26-1076 Transportation Statutory Clean-Up:

Makes several changes to clarify and clean up statute related to transportation

 

HB25-1076 Motor Vehicle Regulation Administration 

Bans fake DMV documents, allows mobile driver’s licenses, adjusts driver/ID rules, and applies the Uniform Power of Attorney Act

 

 HB25-1228 Best Value Design-Build Transportation Contracts 

Redefines “best value” for design‑build contracts to weigh long‑term value, sustainability, community impact, and resilience along with cost

SB22-223 Motor Vehicle Dealer Principal Place of Business 

Clarifies that delivering vehicles/paperwork to customers away from the dealer’s place of business doesn’t violate dealer location rules

SB22-185 Security For Colorado Seniors 

Extends and renames the aging grant program to continue funding projects that support older Coloradans’ health, well‑being, and security

 

SB22-154 Increasing Safety in Assisted Living Residences 

Changes the requirements for involuntary discharge of individuals in assisted living

SB22-187 Supporting Recovery Programs Persons Who Wander 

Expands a grant program that assists counties in finding persons who wander​​​​​

HB26-1274 State Agency Payments to Grant Recipients:

Allows state agencies to make advance payments to recipients of state grants, subject to certain procedures

 

SB26-059 Multiple Elected Offices Prohibited for General Assembly: 

Prohibits a member or a member-elect of the General Assembly from holding another elected office

 

HB24-1368 Language Access Advisory Board 

Establishes a Language Access Advisory Board to improve state language access services

 

HB23-1270 Creation of Urgent Response Fund 

Creates a state fund to reimburse local governments and state agencies for costs responding to urgent incidents that aren’t disasters/emergencies

HB24-1286 Equal Justice Fund Authority 

Creates a new docket fee to assist indigent defendants with court fees

 

SB25-298 Remove Term Homosexuality from Criminal Code 

Removes the term “homosexuality” from the definition of sexual conduct in the Colorado criminal code

SB23-178 Water-wise Landscaping in HOA Communities 

Stops HOAs from blocking water‑wise landscaping on single‑family detached homes and requires pre-approved water‑wise yard design options

 

HB26-1132 Practices to Support Pollinators: 

Requires certain state agencies to prioritize in-state sources of native plant material that supports pollinator habitat when planning or executing projects, and train relevant staff to identify native plants and use best practices. The bill also requires the Colorado State University to conduct a study on the availability of native plant material, funded with private donations

 

HB24-1449 Environmental Sustainability Circular Economy 

Replaces existing waste diversion programs and funds sustainability and circular economy efforts statewide

HB25-1295 Food Truck Operations
Creates statewide reciprocity for food truck licenses and permits so mobile food vendors can operate across jurisdictions

Creates a grant program to fund trap‑neuter‑return care for free‑roaming community cats through Colorado animal welfare groups
